Rules for admission of foreign applicants
I. Application Process and Guidelines for the Foreign Citizens
1. The Foreign Citizens admission regulations have been constituted in compliance with
- the Russian Federation Law № 125-FZ “On Higher and Professional Post-Diploma Education”, of August, 22, 1996 with account of subsequent amendments;
- the Russian Federation Law № 3266-1 “On Education” of July, 10, 1992 with amendments;
- Admission procedure of citizens to the nationally accredited educational institutions of higher professional education for 2010/2011 academic year (registered by the Ministry of Justice of the Russian Federation dated 10.12.2009, registration № 15495) approved by Order of the Russian Federation Ministry of Education and Science № 442 of October, 21, 2009;
- Admission procedure of foreign citizens to the nationally accredited educational institutions of higher professional education (registered by the Ministry of Justice of the Russian Federation dated 10.03.2010, registration № 16582) approved by Order of the Russian Federation Ministry of Education and Science № 841 of December, 29, 2009
2. The Foreign Citizens Admission Regulations manage the admission of foreign citizens, stateless persons including compatriots living abroad (hereinafter referred to as “foreign citizens”) who apply to nationally accredited educational institution of higher professional education “the Chelyabinsk State Medical Academy of Federal Agency for Health Care and Social Welfare” (hereinafter referred to as educational institution) to study basic programs of higher professional education.
Foreign citizens admission into the educational institution in terms which are not adjusted in the Admission Regulations will be performed in compliance with ChelSMA regulations of citizens admission adopted by Scientific Council dated 15.01.2010 (Record №5); enacted by the rector order № 13 of February, 1, 2010.
3. Foreign citizens admission into the educational institution to study basic programs of higher professional education will be performed in compliance with international and intergovernmental Agreements concluded by the Russian Federation at the expense of federal budget (including the quota established by the Russian Federation Government), as well as Tuition & Fee Agreement between student and/or the educational institution.
4. Full course tuition fees agreement between the foreign citizens and the educational institution is made:
4.1. in compliance with the Agreement on equal rights for citizens of the countries –parties of the Social-humanitarian and Economic Integration Agreements (dated 29 March, 1996) for admission to the educational institutions approved by the Russian Federation Government Ordinance № 662 of June, 22, 1999;
in compliance with the Agreement between the Russian Federation Government and the Republic of Georgia Government on cooperation in the fields of culture, science and education approved by the Russian Federation Government Ordinance № 43 of February, 2, 1994 and other international and intergovernmental Agreements concluded by the Russian Federation.
4.2. On the ground of certificate given to a participant of State assistance program on voluntary migration into the Russian Federation of compatriots living abroad approved by the Russian Federation President’s Edict № 637 of June, 22, 2006;
4.3. in compliance with the Federal Law № 99 - FZ “The Russian Federation national policy for the compatriots residing abroad” (hereinafter referred to as the Federal law), of May, 24, 1999.
5. Admission of the foreign citizens mentioned in sub-paragraphs 4.1 - 4.3 of paragraph 4 of the Regulations, in the educational institution to get education at the expense of budget resources will be performed on competitive basis, unless otherwise provided for by the Russian Federation law.
6. Admission of the foreign citizens into the educational institution in compliance with Tuition & Fee Agreement between student and/or the educational institution is carried out within the limits of the number of applications fixed by the educational institution license for certain educational activities.
7. During the application process the educational institution Office of Admissions informs the applicants about the number of submitted application forms as well as the competition process, and arranges special telephone lines to answer all the applicants’ questions both in Russian and English.
II. Applying for admission
8. ChelSMA starts accepting applications for foreign citizens’ admissions from 20, June.
In order to be accepted applicants who do not submit the scores from the Unified state examination, must register in Medical Academy Admissions Office to complete USE according to regulation № 57 approved by the Ministry of Education and Science of the Russian Federation on February, 24, 2009 (registered by Ministry of Justice of the Russian Federation on March, 26, 2009, registration number № 13,600).
9. The application filling up process for foreign students is completed:
- on July, 10, if the higher educational institution admits applicants on the basis of results of entrance tests conducted by the Academy independently;
- on July, 25, if the higher educational institution admits an applicant on the basis of USE results only.
10. If an applicant enters ChelSMA for the first course of studies it is always better to apply for competition in more than one specialty (up to three) to various forms of education. ChelSMA provides the basic educational programs as well as state-subsidized training and paid education (tuition fee).
Foreign citizens who submitted the results of the unified state examination (USE), have the right to enter the educational institution according to the USE scores and apply for admission in not more than five universities in three specialties or faculties and various forms of education, which provide the basic educational programs as well as state-subsidized training and paid education (tuition fee).
Applicants may submit an application for admission to the first course of studies and all necessary documents through the post service.
Documents sent by the applicant by mail, are accepted by the university admissions office no later than the period specified in paragraph 9 of this Regulation.
11. Required documents to be submitted to the university by the foreign applicant are the following:
- The original state certificate of education (or notarized transcript of original certificate), or the original certificate of education of a foreign state, recognized as equivalence to the Russian Federation state educational certificate (or notarized transcript of original certificate), if necessary with certificate to ascertain whether the certificate of education is equivalent to the Russian Federation state educational certificate, or the legalized original of foreign state certificate of education (if necessary) and its attachment (if the latter is provided by the laws of the state that issued a certificate of education). The above documents on education are submitted according to the list mentioned in paragraph 12 of admission regulations;
- a foreign applicant needs the original of foreign state certificate of education and its attachment (if the latter is provided by the laws of the state that issued a certificate of education) to be translated in Russian and notarized;
- transcript of official Identification Document (ID) of a foreign applicant Russian Federation document legalized by Article № 10 of the Federal Law of July, 25, 2002 № 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation";
- transcripts of Identification Documents to confirm the membership of compatriots living abroad to groups mentioned in the Article № 4 of the Federal Law;
- A transcript of an entry visa to Russia if the foreign citizen has arrived in the Russian Federation by the entry visa;
- 6 photographs (30mm x40mm).
All documents must be translated into Russian indicating the name and surname of a person whom an entry visa was given to.
12. A foreign citizen to get a degree of a Bachelor or a specialist, submits a State Certificate of a secondary (complete) education or a Certificate of a secondary professional education or a foreign state document of education validated as a State Certificate of a secondary (complete) education or a Certificate of a secondary professional education in the Russian Federation.
13. In the application form an applicant states that he/she has become acquainted with a license to perform educational activities and a document of a State Accreditation and their appendixes in the chosen training or special programs, or he/she states the absence of the above certificates. The application is certified by a personal signature of an applicant.
The following documents are also certified by a personal signature of an applicant:
- Data on the Unified State Examinations and their results or of the place of taking the Unified State Examinations in case of extension of time (if the results of these examinations are taken into account on admission);
- Confirmation of handing in the application to not more than five educational institutions (if the results of these examinations are taken into account on admission);
- Familiarization with the rule of how to appeal in case of taking entrance examinations, extra examinations and evaluation tests when admitted to the first course and the results of these examinations are taken into account;
- Agreement on personal data processing in keeping with the Federal Regulation of July, 27, 2006, № 152-FZ “Personal data”.
If an applicant has several results of the Unified State Examinations and they are not expired, he/she states in the application what results are to be used.
In case of handing in documents which are contrary to fact the Academy reserves to itself the right to return them to the applicant.
14. When handing in the documents in person the applicant is given a special form registering the documents that have been accepted.
III. Entrance Evaluation Tests to the Educational Institution
15. The form and enumeration of evaluation tests for foreign citizens indicated in subparagraphs 4.1-4.3 of paragraph 4 and paragraph 6 of the present Regulations are determined by the educational institution in accordance with paragraph 4 and paragraph 31 of the Regulations for Admission into Chelyabinsk State Medical Academy.
16. If foreign citizens indicated in subparagraphs 4.1-4.3 of paragraph 4 and paragraph 6 of the present Regulations produce results of the Unified State Examinations in general subjects included into the list of admission tests for a certain specialty then the educational institution is entitled to take these results into account as the evaluation tests in general subjects.
17. Foreign citizens have the right to be admitted for training at the expense of an appropriate budget funding if they are the prize winners in the final stages of the all-Russia contest for school children. In this case they don’t have to take any other evaluation tests in certain general subjects or specialties if they have done them in the all-Russia contest.
The results of the prize winners in the final stages of the all-Russia contest for school children are pronounced as the highest admission test results (100 scores) in these general subjects on admission for training in certain specialties.
Foreign citizens being the prize winners of the all-Russia contest for school children are admitted for training in the educational institutions in keeping with order № 285 of the Ministry of Education and Science of the Russian Federation of October, 22, 2007 (registered by the Department of Justice in November 16, 2007, registration № 10496 (with subsequent alterations).
IV. Admission into the Educational Institution
Admission of foreign citizens into the educational institution funded by the appropriate budget or by the agreement to pay the tuition fees is performed in keeping with and on term established by the Regulations for Admission into the State Educational Institution of Higher Professional Training “Chelyabinsk State Medical Academy of Federal Agency for Public Health and Social Development”.
